On August 20, 2024, a round table discussion was held at the Ibis Yerevan Center. The meeting was attended by representatives from the Atmospheric Policy Department and the Waste and Atmospheric Emissions Management Department of the Ministry of Environment, experts from the National Ozone Unit, and representatives of major entities and companies involved in the import of refrigerants, as well as refrigeration and air conditioning equipment.
The National Focal Point of the Montreal Protocol, Ms. Liana Ghahramanyan, delivered a welcome speech, outlining the goals and expectations of the discussion.
Ms. Hasmik Saroyan, a representative of the Waste and Atmospheric Emissions Management Department, presented the challenges related to the provision of individual quotas for ozone-depleting substances and hydrofluorocarbons, along with statistical data from previous years up to and including 2024.
Ms. Irina Avagyan, a representative of the Department of Atmospheric Policy, presented the legal regulations for providing individual quotas in the European Union, noting that these could be applicable in Armenia.
The meeting concluded with a discussion of the presented information and potential solutions to the identified issues. As a result, a consensus was reached that the existing legal mechanisms for providing individual quotas in Armenia need to be revised to create more fair and equitable opportunities.
