Cross-checking of ODS and HFC Consumption Data

On 3 February, 2023, the Ministry of Environment, within the framework of international commitments under the Montreal Protocol, initiated a comparative analysis of the actual imports, exports and transit shipments of ODSs and HFCs, and import and export licenses issued by the Ministry.

For this purpose, representatives of the Atmospheric Policy Department, Waste and Atmospheric Emissions Management Department of the Ministry of Environment, the State Revenue Committee and NOU experts were invited to the discussion. 

During the meeting cross-checking of import and export licenses issued by the Ministry against data provided by the State Revenue Committee was carried out. Since the information provided by the State Revenue Committee regarding the imported materials during 2022 was incomplete, the representative of the Customs Control Department expressed his readiness to provide the missing information.

Among the issues raised during the discussion was the matter of substances regulated by List D of Appendix 1 of RA Government Decision 90-N, and one of the proposed solutions was to include a module on ODSs and HFCs in the training program of customs brokers. It was noted that in order to solve the problems, it will be necessary to make amendments to some legal acts.

Decision was made to take inventory of the problems of undertakings related to the "One Window" system in the first quarter of the year, to be followed by the relevant meeting in April.
